To the zest and juice in the bowl, add the oregano, mustard, 4 teaspoons of the olive oil, and ¼ teaspoon of the salt. Whisk well to combine. Set aside ¼ cup of the dressing. To the remaining dressing add the tangerine segments, arugula, and olives. Toss gently to combine.

In a large pan, heat the remaining 2 tablespoons olive oil over medium-high heat. Dry the fish well. Season each fillet with ¼ teaspoon of the remaining salt on both sides. Place the fillets flesh side down in the heated pan. Cook for 3 minutes undisturbed or until the fillets are golden brown and release easily from the pan.
